A school district is a unit of local government created by the state to carry out a specific purpose, usually the operation of the schools within its territory, generally governed by a board possessing those powers expressly granted to it by the state. Before the formation of the states of North and South Dakota in 1889, the Dakota Territorial Council performed this role. The collection consists primarily of the minutes of Grand Forks School Board meetings beginning with its inception under the Territorial Council on March 17, 1881. The minutes are entered chronologically in bound volumes. Included are loose annual reports, treasurer's reports, and other communications to the Board from citizens and other agencies. Entries are generally handwritten but those after 1885 are sometimes typewritten and pasted into the volumes.

Grand Forks School Board, organized in 1881. The first public school in Grand Forks was organized in 1873 by teacher Miss Hattie Richmond, attended by eight students in a one room school house obtained through public subscription. A rapidly expanding population resulted in the organizaton of Grand Forks County in 1874 and the call for a new school facility.
